Pay to own it outright, or pay less and share what it earns.

A commission is a fixed scope and a build fee. When the build is done, you own the code, the brand and the accounts, and you decide whether we keep running the product.

A co-build has a lower fee plus a share of the product's revenue or equity. We stay on as the product team, because we only do well if the product does.

Neither is better in general. If you have the budget and want full control, commission it. If you would rather share the risk and keep a product team close, co-build it.
